reach god-like levels.  Beings with over 500 (250 for Perception) in
any particular stat find they have new powers that they didn't have before.

STRENGTH: smash
DEXTERITY: no weapon drop
AGILITY: 1 ep loss regardless of terrain
CONSTITUTION: escape death ability
PERCEPTION: can use scan as per diagnostics skill
INTELLIGENCE: mindsight
WISDOM: automatically understand all languages
CHARISMA: never taxed by any guards
