Ishtar

BELIEFS:  Ishtar is the goddess of chance, randomness, and possibilities.
Unlike Armagg-Odhin, she does not seek to destroy with impunity.  Rather,
she encourages, even cultivates, the unexpected.  The more surprising
things
are, the more she likes it.  This is not pure Chaos, as Ishtar would revel
in a bout of stringent lawfulness in a chaotic society as well, but the
mischevious and whimsical desires that none can predict but Ishtar
herself.  Her powers are extremely formidable, and were she to unite
with the other Gods, the Immortals wouldn't stand a chance.  However, none
have been able to court her favor.  Ishtar does what she wants, when
she wants, and the Immortals like her that way.

WORSHIPPERS:  Ishtar is well-known to Rajians as the Mistress of Fate.
When someone speaks of "Lady Luck," they mean Ishtar.  Ishtar has no
direct worshippers, but anybody who cares one whit about their hide
pays deference to her.  Lady Fate can be very kind and very cruel.

PRIMARY PLANET:  Ishtar's favored planet, if she favors anything, is
Raji, where her religion originally spawned.

AVATAR:  Ishtar has no need for an avatar, and probably feels it
is far too constricting to actually have a corporeal form to represent
her.
